New Water Rate and Surcharge

New Water Rates

RESIDENTIAL IN TOWN ACCOUNTSThe Town of Eagle is moving forward with plans to construct a second water treatment facility located east of the existing wastewater treatment plant at the confluence of Brush Creek and the Eagle River.

How Does This Affect Me?

  • Monthly surcharge
  • Water rate increase with an additional tier for usage

Base Rates and Tiers - Beginning on the first day of June 2018 and on the first day of the month thereafter, the following water rates, tiers and surcharges shall be assessed and charged:  

waterSurcharge Category - Individual water customers shall be placed in one of three (3) surcharge categories as shown above based on a two (2) year historical average of water consumption values in gallons.  New constructions and property transfers will be placed in the Average Usage category until a history is established. An annual increase in water base rates is planned. The surcharge will end upon full payment of the loan.


Why Do We Need a New Water Plant?

  • The new water plant will create redundancies in the Town’s water service, and accounts for disasters such as forest fire, landslide or drought. It also gives the Town the ability to use water rights from the Eagle River and is not sole sourcing from Brush Creek.
  • With respect to capacity, future residential and commercial growth will increase demand and the current plant is limited.
  • Peak water demands in the summer already approach the maximum capacity of the plant, even with 90% of customers complying with odd-even day watering restrictions.

Consumption Rate Table Rate Tables can be found on our website here and are an estimate of water charges based upon consumption. Not all scenarios are shown, as some users are also charged per unit in some cases, which would increase both water and sewer charges. Conservation - Water rates have been changed to a tiered system that is more detailed to encourage equity among users and conservation. A Water Conservation Study is underway and a Water Efficiency Plan for the Town will be developed in 2019.


  • April 10, 2018 | Surcharge and rate increase amount finalized
  • June 2018 | New rates take effect (first bill with new charges will be July 1st 2018)
  • Summer 2018 | Begin Construction of Lower Basin Water Treatment Plant
  • 2020 | Phase I completion
