Grand Avenue Project Progression

Below is a list of documents, presentations and other information demonstrating the progression of the Grand Avenue project with the most recent developments listed at the top. 

Summer 2025

Survey & Right-of-Way: The Project Team is finalizing right-of-way data from the survey team. This information is critical in shaping design decisions and minimizing right-of-way impacts, including temporary and permanent easements and potential acquisitions.

Railroad Coordination: As a result of the Union Pacific Railroad review and comments the Broadway roundabout design must shift closer to Grand Avenue due to its proximity to the tracks. This change has reduced the overall footprint of the roundabout.

Utility Design: Utility design is advancing to support the Town’s planned replacement of aging water and sewer lines. This work will occur before or during street reconstruction to avoid future pavement disruption.

Funding Update: The Town is awaiting the federal BUILT Grant (formerly RAISE) funding announcement. Under the current administration, available funding was significantly reduced—from $150 billion to $150 million. In the meantime, the Town is evaluating existing funding and developing criteria for phasing and prioritizing future construction segments.

Public Outreach: The Stakeholder Working Group met in March and will reconvene in late July to provide feedback on the evolving design. Two rounds of one-on-one property owner meetings were held in early 2025 and a third in April of this year to align with the Open House. More than 40 community members attended the April Open House. Next Steps: The Project Team will continue working directly with property owners to review right-of-way impacts and design refinements. The next major milestone is the completion of the 60% design this summer. Advancing the design will help the Town compete for future state and federal funding opportunities. In parallel, a phasing plan is being developed to guide future construction with available funds.
